Dr. Romkaew Broehm is an economist with over 25 years of in-depth experience in the electric power industry. She has assisted clients in the areas of market reform, market oversight, M&A, competitiveness analyses, and assessments of alternative energy resources around the world. She has led numerous studies in market price forecasting, network transmission simulation, strategic bidding behavior, marginal cost studies, and generation and transmission asset valuations.
Dr. Broehm has submitted testimony and comments before the Federal Energy Regulatory Commission (FERC) on issues related to competition, M&A, market power, market manipulation, and impacts of market rules and regulations. She co-authored Market Power and Market Manipulation in Energy Markets from the California Crisis to the Present (2015).
Additionally, Dr. Broehm provides consulting services and litigation support, including identifying and coordinating with expert witnesses and aiding counsels on data discovery and cross examinations. She has also analyzed the prudence of power procurement and investment decisions, the valuation of “provider of last resort” supplies in retail choice states, and the valuation of electric storage and distributed energy resources (DERs). Her experience in pricing and ratemaking includes designing and evaluating dynamic pricing programs, such as real-time pricing programs and block rate designs. She has implemented demand simulation models to analyze changes in net economic benefits due to changes in rate design.
Prior to founding RPB Energy Economics, Dr. Broehm was an equity principal at The Brattle Group. Before that, she worked at Christenson Associates and taught economics and statistics at the University of Wisconsin-Milwaukee and Cardinal Stritch College. She is a Lecturer at Boston University’s Economics Department.
